In 1998, state legislature established a framework for an inclusive state and regional trauma system. Eight regions were defined; each with at least one designated Level I or II trauma center and a Regional Advisory Committee to plan, establish, and maintain a coordinated trauma system. Each region is based on transport and referral patterns of patients to the trauma center.

A county's RAC is determined by its hospital's RAC selection or, if no hospital is in the county, by selection of a RAC by the primary Emergency Management Service provider. A county with different colors indicates two or more hospitals with different RAC affiliations.
